BRADY: Business Taxes
As Mayor, I will work to eliminate the gross receipts portion of the Business Privilege Tax over an 8 year period. It has been estimated that for every 500,000 square feet of occupied office space, $11.1 million dollars in tax revenue is generated. Barriers to economic development, such as the gross receipts tax must be removed; as the revenue which would be generated by business locating in the City would be sufficient to offset any loss of tax dollars. Any such reduction would be done so sensibly, without a negative impact on City services.

BRADY: Wage Tax
Future reductions in the City wage tax are tied to revenue streams from newly licensed gambling halls. As Mayor, I will work to make sure that as these streams of revenue become available, they are correctly applied to the reduction of the wage tax.

BRADY: Real Estate Tax
As Mayor, I would work to ensure that real estate taxes are administered in a fair and equitable manner. Too often, taxes within the City act as a disincentive for those who are interested in locating businesses here. As Mayor, I would work to create a tax environment that welcomes investment, and remains fair to the residents of the City. With regard to assessments, the administration of property taxes should be predictable and fair, and should not lead to the disenfranchisement of homeowners. The American dream of homeownership should not be cut short by unfair governmental practices.

BRADY: Long Run Budget Picture
Through ongoing discussions with union officials and advisers, I am working to develop a fair plan to tackle this challenge. It is important to me that we find a solution that will not undercut workers and not unduly burden taxpayers. Workers deserve to receive the retirement monies they counted on when hired and while working for the City.
Funding levels are at 56% presently and the City is facing an unfunded liability that continues to grow. The entire plan must be examined and continued management would be contingent upon realized returns.
As Mayor, I will undertake an examination of the City’s long term obligations. Past initiatives have left the City with a considerable amount of debt, and the ability to engage in new investment must be weighed against this burden. I will work to reduce the City’s debt load, while identifying key areas of needed improvement within Philadelphia’s infrastructure.

BRADY: New Areas for Job Growth
As stated above, I will work to eliminate the gross receipts tax on businesses. This regressive tax discourages investment in the City of Philadelphia. By removing this tax, investment in the City will be encouraged, thus creating new jobs. Additionally, I will work to improve the educational level of our workforce.
As Mayor, I will create a college re-entry center, to act as a one stop shop for those who wish to go back to college. I will also double the current investment in GED and adult education programs. By elevating the educational attainment of the Philadelphia populace, the City will become a more attractive place to do business.

As stated above, I will create a one stop shop for those who desire to open a business within the City of Philadelphia. As Mayor, I will work to expand the core principle of this initiative, customer service, to all aspects of City government. For Philadelphia to be truly successful in this new century, our government must transform itself into a organization focused on the people it serves.
As Mayor, I will work to lead a new revolution, one which reinvents government and brings antiquated clerical practices into the modern age.

BRADY: School Reform Commission
As Mayor, I will work to ensure that the voice of parents, teachers, students, and all Philadelphians are heard before the School Reform Commission. I will also work to create “report cards” for each of the schools within the district. By understanding which schools are succeeding , and which ones are failing, we will foster a culture of accountability within the district.

BRADY: Politicking for Schools
As the State continues to control the Philadelphia School District, through their majority appointments on the School Reform Commission I believe it is incumbent upon them to fund our Districts’ success. As long as schools in the suburbs and other counties across the Commonwealth are spending thousands more per student, our kids remain at a disadvantage.
As Mayor, I will use all of my personal and political connections to advocate on behalf of our schools and the students they serve.

I believe it is a moral responsibility to have a viable public education system, and as Mayor I will lobby for additional funding at the state and federal level, to ensure that the School District has access to the resources necessary to create an effective educational experience for all of our students.
