CULTURAL REPRESENTATION IN CITY GOVERNMENT

In 2004, the City’s Office of Arts and Culture was abolished.

49% of the respondents agreed that there should be a person reporting directly to the Mayor assigned to promote non-profit cultural organizations while 24% disagreed.

In your administration, would you establish a cabinet-level position to represent the City’s non-profit cultural organizations? If not, why not? If so, how would you select this representative and how would his/her job be structured? What responsibilities and what staff/budget support would this person have? What funding and personnel would this person have within your structure of City government?

NUTTER: Cultural Representation in City Government

I have already proposed to reopen Office of Arts & Culture. This Office was originally established by Mayor Wilson Goode to coordinate the City’s arts programs, but was closed two years ago.

Building on recommendations in the recent RAND report, this office will also coordinate with the City’s economic development efforts, by aligning arts programming with tourism efforts, neighborhood development, new business promotion and efforts to market Philadelphia. This position may not require being a member of the Cabinet. What it does require – as was true in the Rendell Administration – is that the Mayor takes it seriously and shows leadership on the issue.

BRADY: Cultural Representation in City Government

As Mayor, I will create an office and cabinet level position; The Office of Cultural and Creative Community Affairs. This new office will integrate and coordinate the activities of the public and private agencies that oversee cultural activities within the City of Philadelphia. This office will also be responsible for the creation of a long term strategic business plan designed to expand the cultural infrastructure of Philadelphia while anticipating trends of growth within the City.

EVANS: Cultural Representation in City Government

I will reestablish the Office of Arts and Culture and the Mayor’s Arts and Culture Advisory Council. I will support these entities as in the past this office has helped to coordinate the building of the Kimmel Center and expanded the Avenue of the Arts while the volunteer council has brought a variety of activities to the city.

FATTAH: Cultural Representation in City Government

I have pledged to re-establish the city’s Office of Arts and Culture to work in partnership with the city’s existing tourism and economic development infrastructure to make sure that arts and cultural development is done as part of an overall economic development strategy that benefits Philadelphia’s tourism industry.

This office will serve as a single point of contact within city government for arts and cultural organizations and will provide leadership and a strategic vision for arts and culture city-wide. The Office of Arts and Culture will also be tasked with overseeing the city’s arts and culture funding programs, like the Philadelphia Cultural Fund and Percent for Art.

I intend to reopen the Office of Arts and Culture as mayor. In selecting its executive director, I will work hand in hand with the arts and culture community to ensure that my ‘go-to’ person on arts and culture issues is trusted and accepted.

FUNDING FOR NONPROFIT CULTURAL ORGANIZATIONS

99% of the respondents agreed or strongly agreed that arts and cultural organizations are an important element in the quality of life and economic health of the City.

BRADY: Funding for Nonprofit Cultural Organizations

As Mayor, I will work to amend the language of the City’s Percent for Art Ordinance, requiring that a “minimum of one percent of the total project costs” of buildings paid for or wholly or in part by the city be paid as a tax-deductible cash contribution to the newly created non-profit Philadelphia Cultural Endowment Fund.

I will also work to make authorization of Tax Increment Financing contingent upon participation in the Percent for Art Program. The net result of these efforts will be to increase the total funding available for arts and cultural organizations within the City.

EVANS: Funding for Nonprofit Cultural Organizations

The City of Philadelphia provides only three percent of the arts and culture industry’s total funds, which is a low amount among comparable cities. I will work with City Council to increase this percentage. I will also push for a voter referendum to approve a .01 percent regional tax in support of the arts.

I will also expand cultural organizations even further and increase funding by developing partnerships with national organizations and foundations as well.

I strongly support efforts to identify a dedicated funding sources. In the absence of a dedicated funding source for arts and culture, I have pledged to increase the city’s annual funding to arts and culture by 25 percent in addition to meeting the city’s full obligation to fund the Art Museum’s security and maintenance costs.

I will dramatically increase funding for arts and cultural organizations in Philadelphia. In addition, I will reopen the Office of Arts and Culture, create an arts fund, and regionalize the lobbying effort to increase funding for the arts and culture sector.

NUTTER: Funding for Nonprofit Cultural Organizations

I will increase City funding to Cultural Fund by $1 million in my first year as Mayor, with a goal of raising the operating budget to at least $6 million by the end of my first term. The Cultural Fund provides critical funding to neighborhood organizations and multi-cultural arts groups that are essential to neighborhood vitality

In addition, the RAND report indicates that neighborhoods with high cultural participation flourish more than those without such participation. When I was in City Council, I championed additional funding for the Cultural Fund, when it was threatened with cutbacks. As Mayor, I will ensure adequate funding for this important resource.
