NUTTER: New Areas for Job Growth

Far more important that choosing winning growth sectors, a City must get the fundamentals right. These include tax reform to bring Philadelphia into the modern economy, ending the “corruption tax” that keeps Philadelphia off the location list for many firms, providing basics services, and maintaining a capital investment program that provides the infrastructure need by tomorrow’s economy.

These are the ways the local governments can "create" jobs. Beyond the fundamentals, a City can be strategic in its purchasing and in things like sustainable building and business practices. These can have significant effects on local businesses and as Mayor I will pursue these and similar approaches.

He has the right response on job growth in that getting the environment right allows businesses to start up without government involvement. Big projects have their costs underestimated and their benefits overstated. You don’t turn a city around with just an aquarium. Nevertheless, certain planning and development activities can create growth. An example would be capping I95 so that Penn’s Landing can be developed into a city asset. Another is creating access to the rivers and other urban amenities (which he treats under planning). The work to develop the American Street corridor has helped to create a self-reinforcing business community. The best approach is to facilitate opportunities and not choose winners. Development works best when it is facilitated through the good government and infrastructure development rather than directed through specific projects.
