NUTTER: Budget Transparency

Yes. As Mayor, I will convene a process to revise our budget process to involve citizens, identify priorities, budget for outputs rather than inputs, and ensure that supplemental and other mechanisms are governed by the same practices.

He did not respond to the question about making the budget readable by showing the true costs of various city services. In this era of spreadsheets, there is no reason not to make detailed budgets with multiple summaries available to citizens. He made clear that supplemental appropriations need to go through the same public hearing process as the original budget. This was a big problem with John Street. Street would used a low revenue figure to control spending in areas he did not care about and then use supplemental appropriations for his pet projects. For Safe Streets Street just handed City Council the bill and did not ask for prior authorization.
