KNOX: Fines for Donors

As Mayor, I will renew Executive Order No. 002-04, prohibiting gifts, gratuities, and favors for city employees and pledge to take appropriate action against any person or persons violating the order.

It is a little disconcerting that Knox (or his staff, which is probably more disconcerting) apparently does not understand that the Executive Order referred to in his response can only affect city employees who usually don't pass favors to other employees. The question is directed to penalizing those who offer favors to city personnel. Mayor Street is to be commended for the issuance of the Executive Order BUT it does not punish the bribers only the bribees. Here again, as in the answer to the first question about publishing a cross indexed list of contributors to politicians and recipients of city money, the Knox campaign does not answer the question presented. Having said all this, fairness suggests that I should add that the answer of the Nutter campaign does not directly state that Nutter is in favor of extending penalties to donors as well as donees. He speaks out against bribes but it is all too often difficult to prove a bribe and legislation prohibiting donations does not involve proof of the mental intent that must be shown to prove a bribe.
