FATTAH: General Funds for Schools

Educating our children must be the top priority of our city. Currently we spend approximately $10,000 to educate each child in Philadelphia, while our suburban neighbors spend far more. Philadelphia must get more money from the Commonwealth for our public education, but we must also make education a higher priority within the city budget.

I have laid out a plan to lease Philadelphia International Airport, netting Philadelphia $1.9 billion which would be invested to produce an additional $150 to $160 million per year which will go to improving the educational achievement of all Philadelphians.

The talk has always been on increased funding. However, the district and teachers union have to show that current monies are spent wisely now before I would go along with significant increases. Clearly the school district is doing better on this score since it has been out of the city’s hands.

I need to see the financial advantages of leasing out the airport. In these deals, the profits come from increased charges to customers. It is mistake to put the city at a cost disadvantage in air travel since that is an important component in retaining businesses and drawing conventions. Also, the area around the airport has been a good source of job growth. That should not be hurt. If a leasing plan both increases revenues for the city and lowers the cost of travel through more efficient operations, then this is a good idea. I need to see the numbers on this. If he cannot show that costs are lower and city revenues are higher, this is more smoke and mirrors.
