FATTAH: Budget Transparency
I would be open to bottom-line budgeting but would first speak with my departmental commissioners and those in the Managing Director’s office to make sure that this change made sense in terms of accurately reporting a city dollars spent.
I support a budget process where all planned expenditures are included and supplemental appropriation goes through that same public comment and hearing process as the main budget.

Every candidate needs to commit to a readable budget. In the age of spreadsheets and databases, there is no reason for not providing the information in multiple ways and sufficient detail so that independent budget analysts can better benchmark Philadelphia spending to other cities. There is no reason to hedge on doing this one.
