a. I believe that both revenues and expenditures must be on the table as we take on the challenges facing this city. That means all revenues and expenditures must be on the table, including the “political” expenditures.
b. My overwhelming preference is to use “pay-as-you go” provisions versus taking on more debt. We can no longer afford to increase our debt burden and practice avoidance behavior with the serious challenges facing this city.

It would interesting to see if he is willing to identify some of the political expenditures that would be on the table. When Redell first came in, he formed a commission to look at savings through better management. street called a meeting to kick a similar activity off at the start of his administration and then never called the second meeting. Let's hope for some follow through here. It has been 16 years since Rendell did his thing. We need a repeat now
Evans did have the guts to face down the teachers union over charters and he is responsible for bringing Timoney as police commissioner in to Philadelphia, against the wishes of the police union. So, he does have the guts to deal with the union power structure that holds the city hostage.
