EVANS: Business Taxes

I do believe that the gross receipts portion of the Business Privilege Tax is onerous and needs to be phased out. I think we need to balance its elimination, however, with the more immediate need to reduce the level of violence in Philadelphia. As Mayor, my top priority will be to make Philadelphia the safest big city in America; subsequent to that, we will do what we can afford in terms of ongoing tax reduction.

Clearly he is saying that tax reduction to make the city competitive is secondary to spending money on police. The best anticrime program is a growing economy. The Anacostia area of Washington DC is no longer a war zone because that city has added many thousands of jobs, unlike Philadelphia. Detroit is the only city other than Philadelphia to bleed jobs and Detroit has an excuse--a dying car industry. The main source of continuing decline in Philadelphia has been self inflicted wounds, bad government services and high taxes. If one were to combine quality of services and taxes in a measure of business environment, Philadelphia would be rated the worst business value in the country.
