The five candidates’ answers to this question separated Knox and Brady from Evans, Fattah and Nutter who all agree that even an agent for change such as John Timmoney is handicapped if he cannot select senior advisers. The Knox and Brady answers were non responsive. Congressman Brady’s choice of phrasing, that he “would work with the FOP” to determine the best leadership structure can be read as an endorsement of the same old, same old unless, of course, one regards the FOP as an agent of change. Tom Knox’s reply, that he will “identify the best Police Commissioner and then equip him or her with the tools necessary. . “ suggests, if it does not flatly state, that Mr. Knox believes that the Police Department can be significantly reformed by a single person, a new commissioner who does not have the power to select a management team. Let’s call it the “Messiah in Blue” theory of police department reform.
